Tinyprog --update-bootloader does not work on a brand new BX

This is what I get when I run the tinyprog command:

PS C:\Users\heather> tinyprog --update-bootloader

TinyProg CLI

Only one board with active bootloader, using it.

I followed the instructions to install Python, APIO etc. But when I got to that command it all went pear-shaped.

I have no idea what to do next.
