USB Device Not Recognized tinyFPGA-BX

Just received my tinyFPGA-BX this afternoon and tried getting the blinky example installed. I tried following the atom tutorial on the getting started site but couldn’t so I tried the “tinyprog -p hardware.bin” command and got everything working successfully. However, when I hit the boot switch to enter the bootloader mode again I cant get my BX to show up with the “tinyprog -l” command and every few minutes I get a “USB Device Not Recognized” error. I tried disconnecting the USB but that didn’t solve the issue. the only way I can reprogram or see it with 'tinyprog -l" is to do a full system reboot. I’m using windows 10 just FYI. Is there a command im missing or an order of operations i should be following?
